Our NeighborhoodEnglish for Action (EFA) is based in Olneyville, the lowest-income neighborhood in Providence, in which 41.1% of families live below the poverty level, and 57% of residents are Latino. English for Action (EFA) is the only adult educational institution in a neighborhood that faces many hurdles on the road to economic and social development: 27% of adults are unemployed, 52% of adults age 25 and over lack a high school diploma, and more than 30% of all households are linguistically isolated (linguistic isolation means that no one over age 14 in the household speaks English very well). Olneyville lacks the resources it needs to be a culturally and economically vibrant area of the city, such as adequate adult and family educational opportunities, after-school and daycare programs, and a public library that is open evenings and weekends to allow working families access to books and computers. Although Olneyville is a neighborhood in transition, with a high rental population and with many immigrant families moving into the area within the last ten years, the neighborhood has strong pillars of support in the emerging networks of residents, churches and small non-profit groups. These groups are revitalizing the neighborhood through environmental clean-ups and new educational programming, and overall, mobilizing the community around pressing safety and development issues. In addition, many Latino immigrants have transplanted their tradition of political activism and civic participation to Olneyville, fueling the growth of important community advocacy and organizing networks through local churches.
